Laws and regulations for the elevators for the handicapped
Installation standards of the Elevators for the Disabled Persons
(A)In order to provide convenient mobility from floor to floor for disabled persons, etc., a stairway suitable for such movement, at least one elevator or escalator for disabled persons, and a wheelchair lift or ramp must be installed. However, in cases where facilities intended for use by disabled persons, etc., exist on the 1st floor only, other transit facilities may not be provided.
(B) Of the buildings described in Clause (A), six or more storied buildings of which total floor area is 2,000m2 or more (six-storied buildings which have one or more straight stairways installed in each area of 300m2 or less are exempted), in which facilities for neighborhood public use, for the disabled or elderly, medical facilities, schools or libraries of educational and research facilities, public administrations, lodging accommodations, sales shops or theaters, exhibition facilities for viewing and conventions, or youth training facilities of broadcast communications are installed, at least one elevator or escalator for disabled persons, a wheelchair lift or ramp must be installed.
(C) In the transportation facilities which have two more stories, at lest one elevator or escalator for the disabled persons, wheelchair lift or ramp must be installed for the convenient movement of the disabled persons, etc., from the main entrance to the waiting room or platform.
(D) The platforms in transportation facilities must be constructed with appropriate floor material, finishing, and distance to the vehicles for safe accessibility of the disabled persons, etc.
Detail standards of the Structure and Materials of the Elevators for Disabled Persons
(A) Location and Space
1) The elevators for disabled persons must be located in connection with the passages which are
accessible for disabled persons, preferably, near to the main entrance of the building.
2) At least 1.4m x 1.4m of movable space must be provided in front of the elevators.
3) The gap between the floors of platform and elevator must not exceed 3cm.
(B) Dimensions
1) Elevators must have effective dimensions of at least 1.1m(W) and 1.35m(D).
2) Elevator door must have effective width of 0.8m or more.
(C) User Operation Devices
1) The exterior and interior switches including call-button, operating panel, interphone, etc., must be placed
within 0.8m-1.2m form the floor. In case that all the switches cannot be located within the specified range,
the upper limit can be extended up to 1.4m.
2) The operation panel for the disabled in the elevator must be placed on the right wall (viewed from the
entrance) at about 0.85m in height from the floor. However, in cases where the elevator has an effective
area of 1.4m x 1.4m or greater, it may be placed on the left wall.
3) The operation panel may be a push button type.
4) Operation panels, interphone, etc., must have Braille type labels.
(D) Other Equipment
1) The interior walls of the elevator must be provided with a horizontal handrail without separation.
Detailed specifications of the handrail shall be in compliance with the provisions in Clause 7, Handrail.
2) On the rear wall of the elevator, a mirror or similar device made of rigid material must be provided in
order for passengers to view door opening/closing.
3) The elevator arrival indicator lamp and voice equipment must be provided on each platform.
The floor and operation indicator lamps, and voice device must be provided in the elevator.
4) The photocell door operating device must be able to detect objects at 0.3-1.4m from the floor.
5) An automatic re-opening device that opens the door when a person or object is trapped between
the door panels must be provided.
6) On each floor, a call button must be provided 0.3m in front of the elevator with raised block or differing
touch floor material for visually impaired persons to determine button position.
7) A portion of the elevator door may be of glass material to enable an interior view from the outside.
